Industry is the backbone of the EU’s economy, accounting for 80 percent of its exports. Large parts of that depend on traditional sectors like steel, aluminum and cement, which emit large amounts of carbon. There are many ways to reduce those emissions — but there’s no easy way of making heavy industries carbon neutral.

The private sector, national governments and the European Commission have to grapple with how to make those industries greener while safeguarding business, economies and employment.

Several EU members, with Germany and France at the forefront, have called for a common European industrial strategy. Finland is also keen to make progress on this idea and made it a priority during its presidency.

As the European Commission is expected to present a “long-term vision for the EU’s industrial future” early 2020, POLITICO convenes together senior EU and national policymakers, business and civil society representatives to debate about the role of the industry – both their challenges and opportunities – in the transition to net-zero CO2 emissions.

Questions to be addressed include:

  • How well-equipped is European industry to address the transition to a low-carbon economy?
  • What are the opportunities and challenges of decarbonizing heavy industry?
  • Are there any technological fixes out there that that would make heavy industries greener?
  • How can the EU’s industrial strategy support decarbonization?
  • Should traditional sectors continue to play an important role in the European economy, or should those processes be offshored?
  • What is the role of carbon capture and storage (CCS) and what are the barriers to its deployment? Can it cover the residual, unavoidable emissions from industry?
