The United States’ decision to formally withdraw from the Paris climate deal has inevitably shuffled the dynamics in climate and energy diplomacy. Far from putting international climate talks in a deadlock, the U.S. announcement has instead created impetus in the world to do more in implementing the Paris agreement.

The European Union and China are emerging as new power players in international climate negotiations. But while they have committed to strengthen their diplomatic ties on implementing the Paris deal and to promote clean energy technologies, economic and trade realities are complicating public perceptions of this climate change ‘power couple’ image. China is leading in innovation and building 51 percent of the global supply of lithium-ion batteries, but Europe is lagging behind.
